Porter Ranch Neighborhood Council
The Board is elected by stakeholders and holds regular monthly meetings on the first Wednesday of each month. Special Meetings are sometimes called, in between the regular monthly meetings, when matters of urgency need to be addressed. Any and all meeting times, dates, locations, and agendas are always posted, on this prnc.org website, at least 72 hours in advance.
The Board is comprised of volunteers who want to help you make Porter Ranch a better place to live, work and grow. We can't do it for you, but we can do it with you. The Board is allocated a budget of $37,000 by the City from your tax dollars. A few months into this 2016/2017 fiscal year, the city of Los Angeles granted each Neighborhood Council an additional $5,000, making our total budget $42,000.
PRNC Approach to Meetings
As a Neighborhood Council (NC) in the city of Los Angeles, PRNC must follow the rules that govern all Neighborhood Council Meetings, encompassed in the Brown Act. The Brown Act, in short, governs our meetings to ensure they are conducted entirely within the public view and it is clear what will be discussed at each meeting. For example, an item must be on the meeting Agenda for the NC to discuss it during a meeting. While this seems limiting at first blush, the intent is that the public must be provided the agenda, at least 72 hours prior to a regular meeting, so that they can see what will be discussed so that each person can make an informed decision about attending and participating. Absent that agenda rule, the public would not know what will be discussed at each meeting, and that would not be fair or transparent.
The PRNC also works to conduct meetings to attract stakeholders by inviting speakers to present on current topics of interest. This strategy has been very successful, bringing out large crowds, creating a local forum to share and discuss valuable information and involving the community. Topics & guest speakers in the 2016/2017 fiscal year so far have included:
• Dr. Jason Low, Ass’t Deputy Executive Officer of the Monitoring & Analysis Division for Science & Technology Advancement for the AQMD, discussed implementation of the abatement order to Southern California Gas Company (SCGC) for the Aliso Canyon Facility (September 2016)
• Larry Parsons, owner of Color Me Mine and Chatsworth Chamber of Commerce Representative gave a presentation regarding impact of gas leak on local businesses and an upcoming local event. (September 2016)
• LAPD gave a presentation on thefts & racing issues in Porter Ranch (November 2016)
• Glenn Bailey, Department of Neighborhood Empowerment (DONE) gave a presentation on the power, importance & the mechanics of Neighborhood Councils issuing Community Impact Statements on topics that are relevant to their community (October 2016)
• Kathleen Quinn, DONE, gave a presentation on funding rules, budgets, sponsoring events, asset mapping and windshield surveys (October 2016)
We continue to update our focus by conducting an annual retreat open to stakeholders where we gather ideas and plan future projects. Our 2016 Retreat took place on Saturday, October 8, at the Porter Valley Country Club, where we shared a sit down breakfast, which made for a relaxed venue where stakeholders were comfortable brainstorming and sharing their ideas and concerns.
We have hosted and sponsored community events, such as our 2017 Holiday Party at Castlebay Lane Elementary School, in which we all enjoyed a catered dinner. We participate in the annual North Valley Emergency Preparedness Fair in Granada Hills. We will have other events for our community in the upcoming months, so stay tuned to this website!

We conduct outreach through many mediums to reach stakeholders where they are, including an updated informative website, email blasts, voice message blasts through OneCallNow.com, articles and ads in local papers, social media, and communications with HOAs in the area. Our new Outreach Committee chaired by Jennifer Milbauer and has made significant progress in creatively reaching out and communicating with our community.
